On 7 August 2025, the Government issued Decree No. 219/2025/ND-CP regulating foreign employees working in Vietnam. Accordingly, when submitting applications for the issuance, re-issuance, or extension of work permits for foreign employees, employers are required to prepare a written request for the issuance, re-issuance, or extension of work permits and a report explaining the need to employ foreign workers (applicable to new issuance and extension cases) using Form No. 03 in the Appendix attached to this Decree.
