Employers and employees are obliged to join in unemployment insurance under Article 43 of the Law on Employment 2013. Before 1 October 2021, the monthly premium is governed as follows:

1. Employees shall pay 1% of monthly salaries as the premiums for unemployment insurance.
2. Employers shall pay 1% of each employees’ monthly wage who participating in unemployment insurance.

The employment, lifestyle, and income of employees as well as the production and commercial activities of employers were significantly affected by COVID-19 in 2021. In order to support employees to overcome difficulties, normalize their lives, prevent disruption of the labor supply chain and labor shortage, and support employers to reduce expenses, maintain production and commercial activities, and create jobs for employees, the Government issued Resolution No. 116/NQ-CP and Decision No. 28/2021/QD-TTg stipulating the implementation of support policy for both employers and employees. As a result, the contribution rate of employees who participate in unemployment insurance will be decreased from 1% to 0% of the monthly wage fund. Eligible include:

1. Workers who are participating in unemployment insurance on 30 September 2021 (included in the list of unemployment insurance participants of social insurance authorities), except:
1. People who are working at state agencies, political organizations, socio-political organizations, and units of people’s armed forces.
2. People who are working at public non-business units whose recurrent expenditures are financed by the state budget according to Decree No. 60/2021/ND-CP on 21 June 2021 passed by the Government on the financial autonomy mechanism of public non-business units and current regulations on financial autonomy of public non-business units.
2. Workers who have stopped participating in unemployment insurance due to termination of their employment contracts or employment contracts within the period from 1 January 2020, to the end of 30 September 2021 whose unemployment insurance contribution periods are reserved according to employment laws (except people who have received decisions on monthly pensions).

From 1 October 2021 until the end of 30 September 2022, is the 12-month period during which the payment can be reduced. As a result, starting from 1 October 2022, businesses will once again contribute 1% to unemployment insurance. This is also entirely consistent with the current situation, in which businesses have resumed their regular and stable operations.
